民政峇都区部等人昨日下午移交了甲洞横街人民组屋 (PPR Pekan Kepong) 之5间单位的迁入通知书给冼都增江北区C4长屋于去年圣诞节当天遭火神光顾而受影响的5个家庭，让这5个家庭重获新的居所。

  这5个家庭可从即日起，携带迁入通知书到有关组屋管理处领取锁匙视察各自的单位及设备，安排搬迁工作。负责移交仪式的民青团总秘书刘华才博士表示，民政党峇都区部自该地区火灾发生至今，一直跟进灾后协助工作，全力协助受影响的居民重建家园。  

     "除了协助灾黎们准备申请政府组屋必须备有的文件，我们也为新学年开学的孩子们提供校服及开学用品，重回到学校上课。另外，由于这次的申请程序有点延误，导致灾黎们在临时庇护所住上了3个星期。我们对此感到抱歉。不过，我们将全力协助灾黎们的搬迁工作，包括安排搬迁罗里和人手，确保灾黎们的搬迁工作一切顺利。" 刘华才指出。

  "不仅如此，在我们与吉隆坡市政局今早举行的会议中，我们也成功为灾黎们争取到免付3个月的租金，这可减轻他们的经济负担。另外，我们也成功安排到其中一家拥有残缺人士的家庭入住比较底层的单位，好让他们方便出入走动。" 刘华才补充。  

另外，刘华才也强调，民政党将持续服务峇都各地区居民，并且履行言行一致，讲到做到的精神，全力舒缓更多的民生问题，为民解困。

Gerakan Batu Division had handed the notice to move in to the 5 families whose low cost houses at Jinjang Utara C4 Long House of Sentul were engulfed by fire last Christmas yesterday. The families can now shift into PPR Pekan Kepong.

With effect from today, the 5 affected families may inform the management of the low cost flats with the notice to move in for the purpose of collecting the keys of the units and inspect the facilities of the units before they prepare to move in. The person in charge of the handing over of the Move In notices, Gerakan Youth Secretary General Dr Dominic Lau said, Gerakan Batu Division had been following up with various post disaster effort help the affected residents to rebuild their homes since the tragedy took place.

Dr Dominic Lau said, "Besides helping the victims of the fire to prepare the necessary documents for low cost flats application, we had also provided the school going children with school uniform and other necessary schooling items to return to school. Apart from that, due to some delay in the application process, the victims had resided for 3 weeks in the relief center. We apologize for that. However, we will do our best to help the families to move in to their new homes including arranging for lorry and helpers to help the families with the shifting."

Dr Dominic Lau also added, "not only that, we also managed to get a 3 months rental waive for the 5 families in our meeting with the DBKL this morning, this will definitely reduce their financial burden. We have also successfully arranged for a family with a handicapped member to move into a lower ground unit so that they can have easy access."

Dr Dominic Lau also stressed that Gerakan Batu Division will continue to serve the people of the Batu and walk the talk to help ease the burden and resolve their livelihood problems.

笔者在上期分享了马戏团的案例，这期与读者谈谈航空业，一个马来西亚成功引用了路径一的跨越他择产业来开拓本身的蓝海价值的航空公司。

亚航 Airasia，一家马来西亚家喻户晓的廉价航空公司，它的崛起，不仅对本土航空业产生了深远的影响，而且对搭客的影响也是最直接及带来实惠。亚航有如今的成就已不在话下，已经是有目共睹。在蓝海战略学里，我们探讨了亚航的运作模式符合了路径一的跨越他择产业的原则，把焦点放在我们所谓的非顾客。乘搭飞机一直都被视为豪华、奢侈的交通工具，所以顾客群也只是一些有经济能力的人，才会选择以飞机代步。然而，亚航违反常理锁定的非顾客群却是低消费的一群，让乘搭飞机不再局限于有钱人而已。

在马来西亚，除了毫无选择必须以飞机到达东马之外，在西马一般的平民百姓多数会选择以陆地交通工具来到达目的地。由此可见，陆地交通工具如汽车、巴士、火车等也无形中成为了替代航空业的他择交通工具。虽然形式和功能不同，但都目的一致，就是能够到达目的地。而人们会选择这些陆地交通工具的原因莫过于价格廉宜、方便、具伸缩性及可达到点到点的目的。如图一所示，在蓝海战略里，这些因素就称为所谓非顾客的"洞察"。然而亚航注重的却是这些非顾客在使用这些陆地交通工具的负面因素，如驾车疲累、耗时、空间狭窄、不舒服、车站拥挤等，把顾客要求的因素剔除及减少，增加及创造非顾客的要求和本身的创新价值。

随着政府宣布至今已经批准了410万份一个马来西亚援助金的申请，而峇都区在各个国阵成员党的协助之下，共有7609份申请获得批准，获批准的申请者将在近期内分期获得发放有关援助金。民青团总秘书刘华才博士表示，有鉴于此，民政党峇都区部将在来临星期三(1月18日)晚上8时于巫统峇都区国阵服务中心，首先派发1410份的援助金给获批准的申请者，主要先发放给华裔申请者。

            "基于春节将至，我们会先发放给华裔申请者，让他们可以补贴新年之需。另外，我们也将在这两天内通过电话或登门拜访通知获得批准的申请者出席这星期三的发放援助金活动。因此，凡是获通知的申请者记得携带其身份证和批准通知书，方便确认身份。"刘华才指出。

            "昨天我们也登门拜访位于冼都一带组屋区获得批准的申请者，将批准通知书交到他们手里。这些居民都非常高兴，并感激政府的承诺，减轻他们的生活负担。另外，在拜访冼都213号组屋楼时，我们也显然发现1至7楼的楼梯都没有扶手，这对居民们构成危险，尤其是年幼的小孩。我们已经通知市政局跟进此事。"刘华才补充。

BR1M RM500 Aid 

Total of 7609 applications from Batu constituency are approved

              Out of the 4.1million approved BR1M applications announced by the government as to-date, Batu constituency's managed to get a total of 7,609 applications approved with the help from various BN component parties.  The successful applications will be getting the aid in the near future.

Gerakan Youth Secretary General Dr Dominic Lau said, Gerakan Batu Division will be distributing the first 1,410 RM500 to the successful applicants this Wednesday (18 Jan, 2012) at 8pm at UMNO Batu Division BN Service Center, distribution of the RM500 will be given to Chinese applicants first.

Dr Dominic said, "We are distributing the RM500 to Chinese applicants first because Chinese New Year is approaching, our intention to give priority to this group of citizens is to allow them to have money to buy goods to celebrate the festive season.  Apart from this, we will also be making phone calls or visiting the applicants at their home to inform the applicants that their application is successful so that they can make it on time to attend the aid distribution event this Wednesday.  With this, to those applicants who are informed, they have to bring their identification card and approval letter to the event for the purpose of identity verification."

Dr Dominic added, "We had also visited the applicants from the low cost flats at Sentul to handover the approval letter to them.  These residents were very happy and grateful that the government had fulfilled their promise to ease their burden.  Besides, we also realized that there were no handle along the staircase from level 1 to level 7 of No. 213 flat while visiting the block, this is very dangerous especially to young kids.  We have informed the DBKL to look into this matter."

太阳马戏团(Cirque du Soleil) 成立于1984年，由一群街头表演者创办。其创办人盖伊拉力波特(Guy Laliberte) 秉持重新"发明"马戏团的信念，在不到20年的时间里，太阳马戏团的收入水平就达到了全球马戏大王玲玲马戏团通过100多年的努力才取得的成果，世界各地也已经有90多个城市近4000万人观赏过其作品。

太阳马戏团取得如此的成就，主要是因为他们把成年人锁定为非顾客，而非小孩。他们的做法就符合了蓝海战略所提及的路径一跨越他择产业。试想，当成年人(非顾客)不去观赏马戏团表演，他们可能会选择怎样的娱乐节目？根据实地考察所得，大部分人会选择去影院看短剧，或去观看现场演唱会。而选择这些他择性娱乐的原因是这些表演结合了艺术、音乐、舞蹈及多样化表演，再加上舒适的环境，让大部分人宁选择这些娱乐节目而放弃观赏传统马戏团表演。

如图二所示，在蓝海战略里，这些因素就称为所谓非顾客的"洞察"。而太阳马戏团就向这些成年人(非顾客) 的"洞察"着手，把小孩为顾客的因素剔除及减少，增加及创造成年人为非顾客的要求和本身的创新价值。

我们就以蓝海战略的工具"剔除-减少-增加-创造"坐标格来加以解释。

如图三所示，太阳马戏团成功地剔除及减少了早期传统马戏团所注重的关键竞争要素，也是我们所谓的小孩(顾客)的要求，例如：巨星表演者、动物表演、特许权销售、多元化表演舞台、有趣幽默表演、惊险刺激等。值得一提的是早期的马戏团最大的成本主要是花在安排动物训练、动物安置处、动物的医药提供、保险、交通费等。太阳马戏团的做法剔除了动物表演明显降低了成本，也同时符合了现今保护动物的趋势。除此之外，太阳马戏团减少了杂技团的惊险和刺激动作，将人物角色塑成偏向艺术表演，这也是非顾客所要求的结合艺术性呈现方式。另外，太阳马戏团也特别把马戏团场地安排在特殊地点如购物广场，不如往常需要一大片空地建设一个马戏团场地，从而减少开支。至于在创造本身的创新价值，太阳马戏团通常每一场表演都有一个主题，结合了艺术性音乐和舞蹈，进行多元化制作，而且在每一场表演结束后仍有待续，让观众群产生期待下一场表演的冲动。正如哈利伯特电影般，令其影迷疯狂的跟随其系列电影的推出。另外，为了开拓成年人非顾客，太阳马戏团也提供了舒适的观赏环境，不像传统马戏团的场地多是沙地，并只提供板凳供观众就坐。太阳马戏团同时追求低成本和差异化的做法，促使它至今仍在马戏团行业中遥遥领先，继续创新。

笔者将在下期继续分享使用路径一跨越他择产业的成功案例。

民政党峇都区部等人日前走访位于峇都区金园住宅区的休闲公园 (Taman Metropolitan Batu)，视察公园内的各项设施和环境。

出席的民青团总秘书刘华才博士表示，民政党峇都区部服务中心接到当地居民的投诉，便即刻前往视察有关休闲公园，发现沟渠没有盖顶，野狗到处游荡，这对晨跑人士构成危险。除此之外，遭大风吹倒的大树和垃圾也无人清理、公园内的设施如磐石崖及游乐设备也损坏已久，无人理会和维修、公园告示牌已掉落、随地置放遗弃的空舱等种种问题。

"我对吉隆坡市政局严重失职深表失望，当局没有定期为休闲公园进行维修工作。其实有关公园拥有非常好的环境和风景优美，是当地居民休闲的好去处，但因长期缺乏维修和保护，而白白浪费了一个这么好的休闲环境。" 刘华才补充。

对此，刘华才表示将即刻向吉隆坡市政局反映金园住宅区休闲公园的问题，并跟进他们尽快采取必要的行动，以改善之。

            A few days ago, members of Gerakan Batu Division visited the Taman Metropolitan Batu to inspect the environment and the facilities of the recreational park.

            Gerakan Youth Secretary General Dr. Dominic Lau who attended the visitation said that the Gerakan Batu Division Service Center had promptly paid an immediate visit to the recreational park once it received complaints from the local residents, the group discovered that the drains were not covered, stray dogs were wandering around which was threatening the safety of the morning joggers. Besides, fallen trees which were blown down by strong wind and rubbish were not cleaned, the facilities of the park such as the artificial rock cliffs and recreational facilities were long damaged and have been left unattended without maintenance and the signboards of the park were fell off, abandoned cabins were placed everywhere along with other problems.

            "I am disappointed with the serious dereliction of duty by the DBKL, there was no regular maintenance undertook by the council on the recreational park. In fact, the recreational park has a very good environment and beautiful scenery, which is a good place for leisure to the local residents, but the lack of maintenance and care has wasted such a good recreational environment," added Dominic Lau.

            In this regard, Dominic Lau indicated that he will immediately reflected the problems of the Taman Metropolitan Batu's recreational park to the DBKL and will follow up with them to take the necessary actions as soon as possible to improve the condition of the park.
